Many of the Jews that came on aliyah in the 19th century were listed as protégés of one of the consulates in Palestine as a form of protection from the Ottoman Empire. The documents from which this information was taken were found at the JNUL (National Library in Jerusalem) Archive Department and Israel State Archive.
These documents cover the period beginning with the installation of a British Consulate in Eretz Israel in 1838. The first consulate was opened in Jerusalem that took care of the Hebron and Nablous areas and other consulates later on in Jaffa and Haifa taking care of the Safed and Tiberias areas.

Under the Jewish Community Regulations of 1927, the Va'ad Leumi was required to maintain a register fo the Jews in Eretz-Israel who were at least eighteen years of age and who were members of "Knesset Yisrael", the offical Jewish community which incorporated about 95 prcent of the Jews in the country.
